Eng. Godfrey Mutabazi, who was the Executive Director of the Uganda Communications Commission (UCC), bowed out after the expiry of his contract, which ends February 9, 2020.
Mutabazi officially ended his duty at UCC on Friday February 7, 2020, after which the Minister of Information and Communication Technology (ICT) Judith Nabakooba appointed Irene Kaggwa Sewankambo to serve as acting ED, as the board looks for a replacement.
Irene Kaggwa Sewankambo’s Profile
Her biography on the UCC website shows that she is the director for Engineering and Communication Infrastructure at the Uganda Communications Commission.
She has vast experience in the ICT sector spanning policy development, research, regulation and implementation in various aspects including internet development, licensing, universal access, quality of service, numbering resource management as well as promotion of research and innovation.
An engineer by profession, Sewankambo holds Masters of Science in Communications Systems and Signal Processing from University of Bristol in United Kingdom, and Masters of Science in Economic Management and Policy (Business Economic Pathway) from University of Strathclyde in United Kingdom. She acquired her Bachelor of Science Degree in Electrical Engineering from Makerere University Kampala.
Prior to this appointment, Sewankambo was the Head of Research and Development Unit as well as Coordinator of the Office of the UCC Executive Director
Dr. Dorothy Okello chairs UCC’s board of directors, which is currently hunting for a plausible replacement for Eng. Mutabazi and no one seems to be best suited for the job the way Sewankambo is.
Irene heads the research and development function at Uganda’s Communications sector regulatory authority, whose mandates covers the broadcasting, postal and telecommunications services.
She possesses extensive experience in sector planning, policy development, and implementation of related initiatives such as quality of services regulation, numbering resource management, conducting usage studies, as well as processes for set up of universal fund.
In her current role, Sewankambo has enhanced the Commission’s collaborations towards enhancement of ICT research and innovation as well as programs geared to development of ICT for environmental sustainability.
In addition to research and development, she is the Corporate Coordinator for UCC.
